都市博には様々な都市問題を扱う芸術展の企画があった。都市博は中止されたが、このコンテンツだけはアトピック・サイト展として開催されることになった。展覧会の仕組みは反展覧会と言えるようなものだった。すべての企画は展覧会の会期と場所をこえて、異なる軸線でそれぞれ非同期的に展開する。会場は広大に様々な方向に拡がるネットワークが通過する端末となるよう計画された。
